Repatriation from Turkmenistan to Moldova

In Turkmenistan the death certificate is issued by ZAGS, and to take the body out of the country the UK guidance asks for a letter from the local prosecutor's office. We guide you through the steps and prepare the documents for the Moldovan side.

Issuing authority and document
Turkmenistan is not a party to the Strasbourg Agreement on the Transfer of Corpses (public list, checked on 13.10.2026), so Turkmen rules apply together with the requirements of the Republic of Moldova. The mortuary passport is issued by embassies or consulates of the Republic of Moldova. According to the list on mfa.gov.md (checked on 13.10.2026), Turkmenistan is covered by the Embassy of the Republic of Moldova in Kyiv; its page does not mention deaths explicitly, so we confirm the steps with it directly.
Transport
By air. We did not find a direct Turkmenistan–Chișinău flight in the open sources we checked, so we do not assume one; we look for connections in each case and agree the handover point in Moldova with the family.
Timing
We confirm the timeline once we have the documents. The UK guidance notes that the certificate can take a few days and may be delayed if the cause of death is still under investigation, and the prosecutor's letter is a separate step.
Price
We will quote the price once we know the details.

Procedure

According to the UK government guidance (published 28.04.2026), the death must be registered before the certificate is issued, by a doctor, a police officer or another professional depending on the circumstances. If the death occurs outside a medical institution, the emergency services and police are called. ZAGS issues the certificate at the request of the next of kin or a power of attorney holder, in Turkmen; the guidance advises two or more copies.

For repatriation the guidance asks for a letter from the local prosecutor's office confirming that there are no signs of violent or suspicious death. A post-mortem generally needs the consent of the spouse or next of kin, with exceptions (for example suspected murder or infectious disease). The guidance is written for British families, so we confirm the steps for the Moldovan side with the mission.

Required documents

Usually needed: the ZAGS certificate with a translation, the letter from the local prosecutor's office, the passport of the deceased, the documents of the person applying and a special coffin arranged by the local funeral director. The UK guidance does not specify the coffin's parameters.

Turkmenistan does not appear in the HCCH table of the Apostille Convention (checked on 13.10.2026), so the apostille cannot be assumed. The mfa.gov.md page on deaths says a foreign death certificate must be legalised by the authorities of the country concerned; how this is done for Turkmen documents we confirm with the mission before sending anything.

No cremation

The UK guidance says there are no cremation facilities in Turkmenistan; burial is available, with ceremonies in the Muslim or Christian tradition. In practice, therefore, repatriation concerns the body rather than an urn.

Because there are several separate steps (the certificate, the prosecutor's letter, legalisation of documents), we begin preparing the documents early and give no timeline until we have the papers in hand.
