Repatriation from North Korea to Moldova

On repatriating a deceased person from North Korea we found no procedure described in any official source. This page says only what can be checked and makes no assumptions.

Issuing authority and document
The country is not among the parties to the 1973 Strasbourg Agreement on the Transfer of Corpses (the table of 24 parties and signatories on treatydatabase.overheid.nl, consulted on 13.10.2026), so the agreement does not apply. The authority that would issue the death certificate and the permit to take the body out we could not identify. The UK government's travel advice (FCDO, updated 10.12.2025, still current on 13.10.2026) says the British Embassy in Pyongyang remains closed and British support is severely limited; this concerns the United Kingdom only. The list of missions of the Republic of Moldova on mfa.gov.md (consulted on 13.10.2026, the page carries no date) shows no embassy or consulate in North Korea and does not include the country under "also accredited to". Which mission could issue the mortuary passport we cannot say; it is settled with the Consular Affairs Directorate of the Ministry of Foreign Affairs.
Transport
Pyongyang is about 7,400 km from Chișinău in a straight line (our own calculation). According to the FCDO, borders have been closed to general entry since 2020, limited tourism has restarted, and the North Korean government has not resumed all passenger routes. Wikipedia (Sunan airport, undated) shows Air Koryo and Air China flights to Beijing, the airport having reopened in 2023. The Chișinău airport table shows no direct flight to Beijing or Pyongyang, and we do not assume a route via Beijing: whether a coffin is accepted, and the timetable, are confirmed with each airline.
Timing
We give no timeline at all: we have no described procedure, and the availability of flights depends on routes that, according to the FCDO, have not all been resumed. Any estimate would be a guess, and we put no guesses on the page.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

What we could confirm

The British page on North Korea (gov.uk, consulted on 13.10.2026) links to a list of English-speaking funeral directors for British nationals but does not describe the procedure, and the FCDO travel advice contains no information on deaths. No other official source we found describes the steps for a deceased foreign national.

That is why the page does not say who issues the certificate, what permit is required or how the body is handed over. We do not carry over rules from other countries.

Documents and legalisation

The country is absent from the table of the 1961 Hague Convention (HCCH, consulted on 13.10.2026), so an apostille cannot be assumed. The page of the Ministry of Foreign Affairs of the Republic of Moldova on the legalisation of documents says that documents from countries not on its list "are recognized only after consular legalization"; the country is not on that list, which was last updated on 02.02.2017 and may be out of date. We confirm the exact order of legalisation with the Consular Affairs Directorate of the Ministry (dac@mfa.gov.md).

Do not confuse it with the Republic of Korea: the table of the Moldovan Ministry lists "Korea Republic" (South Korea), not North Korea, and the list of missions shows that the Moldovan embassy in Tokyo is accredited to the Republic of Korea. None of this applies to North Korea.

What we could not confirm

Not confirmed: who issues the death certificate, the permit to take the body out, the rules for embalming and the coffin, whether crematoria exist, the competent Moldovan mission, the flight routes available and the carrier that accepts a coffin.

We can read with the Ministry the documents the family already has, but we cannot guarantee a repatriation and we do not estimate timelines.

Frequently asked questions

Can you guarantee that repatriation from North Korea is possible?

No. On the verified sources we can say neither that it is possible nor that it is not, in each case. We answer openly once we see the documents and once the Ministry confirms the consular channel.

Is there an official guide on the death of a foreign national in North Korea?

We found none. The British page on the country (gov.uk, 13.10.2026) only links to a list of funeral directors for British nationals and does not describe the procedure; it cannot be applied to Moldova.

What flights exist between Pyongyang and the outside world?

According to the FCDO (10.12.2025), not all passenger routes have been resumed. Wikipedia shows Air Koryo and Air China to Beijing (undated table). No direct flight to Chișinău appears, and whether a coffin is accepted is for the airline to confirm.

Do the rules for South Korea apply to North Korea?

No. The Moldovan Ministry's table lists the Republic of Korea (South Korea), not North Korea, and the list of missions ties the Tokyo embassy to the Republic of Korea. For North Korea we found no competent mission.
