Repatriation from Afghanistan to Moldova
For Afghanistan we found no official guide to repatriating a deceased foreign national. This page says only what can be checked in public sources and states openly what remains to be clarified.
- Issuing authority and document
- The country is not among the parties to the 1973 Strasbourg Agreement on the Transfer of Corpses (the table of 24 parties and signatories on treatydatabase.overheid.nl, consulted on 13.10.2026), so the agreement does not apply. The Afghan authority that issues the death certificate and the permit to take the body out of the country we could not identify in an official source. According to the mfa.gov.md page on death abroad, the death is registered with the local authorities of that country, the record can be transcribed at the embassy or consulate of the Republic of Moldova, and the mortuary passport is issued by the embassies or consulates of the Republic of Moldova. The list of missions of the Republic of Moldova on mfa.gov.md (consulted on 13.10.2026, the page carries no date) shows no embassy or consulate in Afghanistan and does not include the country under "also accredited to". Which mission could issue the mortuary passport we cannot say; it is settled with the Consular Affairs Directorate of the Ministry of Foreign Affairs.
- Transport
- Kabul is about 3,600 km from Chișinău in a straight line (our own calculation from coordinates). The destinations table of Chișinău airport (Wikipedia, consulted on 13.10.2026) shows no direct flight to Afghanistan. The Kabul airport table (Wikipedia, undated; the latest sources cited are from December 2025) lists links to Istanbul (Turkish Airlines, Kam Air) and Dubai (flydubai, Ariana, Kam Air), and Chișinău has flights to both cities. A passenger flight does not mean a carrier will take a coffin on that route; that is confirmed separately, with the airline.
- Timing
- We cannot give a timeline: we found no official procedure with stages and durations. The time depends on what the local authorities require to release the body, on the consular legalisation of documents, on the Moldovan mission that takes the case and on a flight that accepts a coffin.
- Price
- We will quote the price once we know the details.
Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.
What we could confirm
The UK government's travel advice (FCDO, updated 30.07.2026, still current on 13.10.2026) says there is no British Embassy in Afghanistan and that support for British nationals is "severely limited". That concerns the United Kingdom only, and we do not apply it to Moldova.
In our searches on 13.10.2026 we found no official guide, British or from any other state, that describes the steps for a deceased foreign national in Afghanistan: who issues the death certificate, what permit is needed to take the body out, whether embalming is required. These details are not on the page precisely because we could not verify them.
Documents and legalisation
The country is absent from the table of the 1961 Hague Convention (HCCH, consulted on 13.10.2026), so an apostille cannot be assumed. The page of the Ministry of Foreign Affairs of the Republic of Moldova on the legalisation of documents says that documents from countries not on its list "are recognized only after consular legalization"; the country is not on that list, which was last updated on 02.02.2017 and may be out of date. We confirm the exact order of legalisation with the Consular Affairs Directorate of the Ministry (dac@mfa.gov.md).
What we could not confirm
Not confirmed: the Afghan authority that issues the death certificate, the permit to take the body out, the rules for embalming and the coffin, whether any crematoria exist, the competent Moldovan mission and the carrier that accepts a coffin. We do not estimate timelines and do not carry over procedures from other countries.
If the family already holds Afghan documents, copies can be sent to us: we read them together with the Moldovan mission and say plainly what is possible and what is not.
Frequently asked questions
Is there an official guide to repatriation from Afghanistan?
We found none. The gov.uk collection of guides on deaths abroad (updated 19.06.2026) does not include Afghanistan, and our searches on 13.10.2026 turned up no other official guide. That is why the page is short and does not describe stages.
Can an apostille be used on Afghan documents?
It cannot be assumed: Afghanistan is not in the table of the Hague Convention (HCCH, 13.10.2026). The Moldovan Ministry's page says documents from countries not on its list are recognised after consular legalisation; we confirm the order with the Ministry.
What flights link Kabul and Chișinău?
No direct flights appear in the destinations list of Chișinău airport (Wikipedia, 13.10.2026, a secondary source). For Kabul, links to Istanbul and Dubai are listed; real availability and whether a coffin is accepted we check with the carrier and do not promise.
Which Moldovan mission deals with Afghanistan?
The list on mfa.gov.md shows no mission in Afghanistan and no state that accredits one. The official answer comes from the Ministry; the contact on its legalisation page is dac@mfa.gov.md, (+373 22) 788722.
