Repatriation from Syria to Moldova

Syria is the nearest of these countries to Chișinău, and Wikipedia shows several recent air links with Damascus. We found no official procedure for the death of a foreign national, so this page says only what can be checked.

Issuing authority and document
The country is not among the parties to the 1973 Strasbourg Agreement on the Transfer of Corpses (the table of 24 parties and signatories on treatydatabase.overheid.nl, consulted on 13.10.2026), so the agreement does not apply. The Syrian authority that issues the death certificate and the permit to take the body out we could not identify in an official source. The UK government's travel advice (FCDO, updated 02.09.2026, still current on 13.10.2026) says consular support from the British government is not available from within Syria; this concerns the United Kingdom only. The list of missions of the Republic of Moldova on mfa.gov.md (consulted on 13.10.2026, the page carries no date) shows no embassy or consulate in Syria and does not include the country under "also accredited to". Which mission could issue the mortuary passport we cannot say; it is settled with the Consular Affairs Directorate of the Ministry of Foreign Affairs.
Transport
Damascus is about 1,600 km from Chișinău in a straight line (our own calculation). The Damascus airport table (Wikipedia, last edited 08.10.2026, with a notice that parts may be unverified) lists, among others, Turkish Airlines and AJet to Istanbul, flydubai to Dubai and Qatar Airways to Doha; Chișinău has flights to Istanbul and Dubai, but no direct Chișinău–Damascus flight appears. The FCDO (02.09.2026) warns that flights in the Middle East may be cancelled and airspace may close at short notice. Whether a coffin is accepted on a leg is confirmed with the airline.
Timing
We give no timeline: we found no official procedure with stages. Besides documents and legalisation, the time depends on flights that, according to the FCDO, may be cancelled or stop suddenly, so we confirm any date only once a flight with a coffin is accepted.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

What we could confirm

The gov.uk collection of guides on deaths abroad (updated 19.06.2026) does not include Syria, and our searches on 13.10.2026 found no Syrian procedure for foreign nationals in an official source. The FCDO travel page (02.09.2026) contains no information on deaths.

According to the mfa.gov.md page on death abroad, the death is registered with the local authorities of that country, the record can be transcribed at the embassy or consulate of the Republic of Moldova, and the mortuary passport is issued by the embassies or consulates of the Republic of Moldova.

Documents and legalisation

The country is absent from the table of the 1961 Hague Convention (HCCH, consulted on 13.10.2026), so an apostille cannot be assumed. The page of the Ministry of Foreign Affairs of the Republic of Moldova on the legalisation of documents says that documents from countries not on its list "are recognized only after consular legalization"; the country is not on that list, which was last updated on 02.02.2017 and may be out of date. We confirm the exact order of legalisation with the Consular Affairs Directorate of the Ministry (dac@mfa.gov.md).

What we could not confirm

Not confirmed: the Syrian authority that issues the death certificate, the permit to take the body out, the rules for embalming and the coffin, whether crematoria exist, the competent Moldovan mission and the carriers that accept a coffin from Damascus. We do not carry over rules from other countries.

If the family has Syrian documents, we can read them with the Ministry and say plainly what is possible; we do not estimate timelines.

Frequently asked questions

Do planes fly to Damascus now?

The Wikipedia table for Damascus airport (last edited 08.10.2026) lists several airlines but carries a notice that parts may be unverified, and the FCDO (02.09.2026) warns of possible cancellations. The real schedule is confirmed with the airline before any booking.

Can an apostille be used on Syrian documents?

It cannot be assumed: Syria is not in the table of the Hague Convention (HCCH, 13.10.2026). The Moldovan Ministry's page says documents from countries not on its list are recognised after consular legalisation.

How reliable is the list of flights on this page?

It is a secondary source: the Wikipedia table has a notice that parts may be unverified and includes future launch dates. We use it only as an indication of possible links, not as a timetable.

How is the death registered for Moldova?

According to the mfa.gov.md page on death abroad, the death is first registered with the local authorities, and then the record can be transcribed at the Moldovan embassy or consulate. The competent mission for Syria we establish with the Ministry, because the list does not show one.
