Repatriation from the UAE to Moldova
In the Emirates the rules differ from one emirate to another, and the papers pass through several bodies: health, police, the foreign ministry and the embassy. We help you take the steps in order.
- Issuing authority and document
- The United Arab Emirates is not listed among the parties to the Strasbourg Agreement (1973) on the Transfer of Corpses (Dutch treaty database, checked 13.10.2026), so the rules of the emirate apply together with the requirements of the Republic of Moldova. The death certificate is issued by the emirate's health authority (in Dubai, the Ministry of Health or the Dubai Health Authority; in Abu Dhabi, the Department of Health) and then attested by the UAE Ministry of Foreign Affairs. The Embassy of the Republic of Moldova is in Abu Dhabi.
- Transport
- From the Emirates the remains travel by air. We could not confirm a direct cargo flight to Chișinău from any source, so the route, the handover point in Moldova and the carrier are agreed with the family, depending on the emirate and the documents.
- Timing
- We confirm the timeline once we have the documents. It depends on the chain of papers in the particular emirate: the death certificate, attestation, the embassy letter, the police clearance, preparation of the body and the flight; we cannot name a duration before seeing the documents.
- Price
- We will quote the price once we know the details.
Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.
Procedure
After the official death certificate, the case is registered with the Ministry of Health and Prevention, and the Ministry of Foreign Affairs and International Cooperation attests the certificate and its translation; the residency department cancels the visa. This is how the steps are described on the Ajman government page (checked 13 October 2026); in other emirates the offices and the order may differ.
UK guidance notes that the rules on burial and cremation differ by emirate and that special permission is needed to bury or cremate in a different emirate. That is why we start by establishing in which emirate the death occurred.
Documents
For transport abroad the Ajman government page asks for the translated and attested death certificate and a no-objection certificate (NOC) from the embassy or consulate of the deceased's country; the mission cancels the passport and registers the death in the home country. UK guidance adds a police no-objection letter and an embalming certificate, with several copies of each document. We found no published statement of what the Moldovan embassy in Abu Dhabi itself requires, so we confirm it with the embassy directly.
The UAE is not in the Hague Apostille Convention table (updated 30 June 2026) and is not mentioned in the Moldovan Foreign Ministry's list on recognition of documents (2017); Emirati documents are therefore probably prepared with consular legalization. The embassy in Abu Dhabi has a section on legalization of documents on its website, and we confirm the concrete requirements with it.
Cremation and ashes
According to UK guidance, cremation in the UAE is possible only for non-Muslims and needs a municipality permit; Al Ain, Jebel Ali (Dubai) and Sharjah are named. For a Muslim, the usual path is burial or transport of the body. If the family chooses cremation, we agree together on the documents for the ashes.
Frequently asked questions
Which authority issues the death certificate in the UAE?
It depends on the emirate: in Dubai, the Ministry of Health or the Dubai Health Authority; in Abu Dhabi, the Department of Health; in Sharjah, Ajman and Fujairah, other hospitals and preventive-medicine departments. We check at the start.
Is embalming compulsory?
UK guidance says that for repatriation to the UK the deceased must be embalmed and that there are specific rules for the coffin. We confirm the requirements for Moldova with the embassy and the airline.
Can cremation be arranged in the Emirates?
Only for non-Muslims and with a municipality permit, according to UK guidance. For a Muslim, cremation is not an option.
Why is the embassy's no-objection letter needed?
According to the Ajman government page, the embassy or consulate of the deceased's country issues an NOC for sending the body home, cancels the passport and registers the death. For Moldova this is the embassy in Abu Dhabi.
