Repatriation from Qatar to Moldova

Cremation is not possible in Qatar, so the choice is between burial there and repatriation. For repatriation we help with the Qatari and Moldovan documents and with the transport.

Issuing authority and document
Qatar is not among the 24 states listed for the Strasbourg Agreement (1973) in the Dutch treaty database, consulted on 13.10.2026, so Qatari rules apply. According to the British guide (updated April 2026), the death is registered in person at the hospital or mortuary, and the burial and repatriation papers are issued at the Humanitarian Services Office behind the Hamad Hospital mortuary. The Republic of Moldova has an embassy in Doha, also accredited to Kuwait (mfa.gov.md); the mortuary passport is issued by a Moldovan mission.
Transport
From Qatar the transport is by air. The list of flights from Chisinau that we consulted (Wikipedia, destinations table, consulted 13.10.2026) shows no direct flights to Doha, but does show flights to Istanbul and Dubai; whether a connection is possible and which airline carries remains we confirm separately. Before the flight the British guide mentions, for arrangements through Qatar Airways, the exit stamp at immigration and booking an ambulance.
Timing
First the family chooses between burial in Qatar and repatriation, because there is no cremation and Islamic law calls for burial as soon as possible. We confirm the timeline once we have the documents; it depends on the police, the mortuary, the Moldovan mission and the route chosen.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

Procedure

The death is registered in person at the hospital or mortuary. The death certificate, in English and Arabic, can be obtained by the next of kin, the sponsor or the insurer; extra copies are advised. The British guide states that the Humanitarian Services Office by the Hamad Hospital mortuary issues the burial and repatriation papers and is open every day of the week.

For taking the body out of the country, the police certificate for transfer of the body and an embalming and sealing certificate are issued; the latter is issued only if the body leaves Qatar. The deceased must be identified by the next of kin or the sponsor. If the person was a resident, cancelling the residency requires, among other things, the death certificate and a copy of the sponsor's ID.

Required documents

Usually: the death certificate, the embalming and sealing certificate, the police transfer certificate and the deceased's passport. The British Embassy letter in the guide concerns only British nationals; what the Moldovan embassy requires we did not find published. Qatar is not in the Hague Apostille Convention table (HCCH, 13.10.2026) nor in the Moldovan foreign ministry's list of recognised documents (02.02.2017), so the documents probably need consular legalisation; we confirm with the mission.

Specifics

The British guide sets no coffin requirements for repatriation; once the family decides on repatriation, we learn the airline's requirements in advance. For burial in Qatar the family or sponsor pays for the coffin and grave digging, per the same guide. We say nothing about ashes: cremation is not possible in Qatar.

Frequently asked questions

Can cremation be done in Qatar?

No. The British guide (April 2026) states that cremation is not possible in Qatar; the choice is between burial there and repatriation.

Where do I get the papers for repatriation?

According to the British guide, at the Humanitarian Services Office behind the Hamad Hospital mortuary; for other hospitals we confirm where the papers are submitted.

Does Moldova have an embassy in Qatar?

Yes, in Doha; it is also accredited to Kuwait (mission list, mfa.gov.md, 13.10.2026). We still check with it which documents it asks for the mortuary passport.

Is embalming mandatory?

If the body leaves Qatar, the British guide says an embalming and sealing certificate is issued. The details for the flight to Moldova we agree with the airline.
