Repatriation from Bhutan to Moldova

Bhutan has a government procedure for the death of foreign nationals, but we could not read its text. This page says what is visible from public sources: a recent case and the flights from Paro.

Issuing authority and document
The country is not among the parties to the 1973 Strasbourg Agreement on the Transfer of Corpses (the table of 24 parties and signatories on treatydatabase.overheid.nl, consulted on 13.10.2026), so the agreement does not apply. The Ministry of Home and Cultural Affairs of Bhutan announced a standard operating procedure for the death of foreign nationals, endorsed on 12.07.2016 and in force from 20.09.2016; we could not open the procedure itself, so we do not describe its stages. The list of missions of the Republic of Moldova on mfa.gov.md (consulted on 13.10.2026, the page carries no date) shows no embassy or consulate in Bhutan and does not include the country under "also accredited to". Which mission could issue the mortuary passport we cannot say; it is settled with the Consular Affairs Directorate of the Ministry of Foreign Affairs.
Transport
Thimphu is about 5,650 km from Chișinău in a straight line (our own calculation). According to Wikipedia, Paro is the only international airport of Bhutan; Drukair and Bhutan Airlines fly from there to Delhi, Kolkata, Bangkok, Singapore, Dubai and other cities (undated table). From Chișinău, Dubai is listed (flydubai, FlyOne); there is no direct Chișinău–Bhutan flight. A case reported on 13.06.2026 shows the body of a foreign tourist leaving Paro in the hold of a flight in a special coffin; for Moldova we do not assume the route and set it by the documents and the carrier's conditions.
Timing
We give no timeline. In the reported case Paro hospital could issue the certificate, but an autopsy requested for insurance moved the body to Thimphu, so an autopsy may add a step. For Moldova there are also the consular legalisation of documents, the mission that takes the case and a flight that accepts a coffin.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

What the sources show

The newspaper The Bhutanese (13.06.2026) reports the death of a tourist from Singapore at Taktsang near Paro. Paro hospital was willing to issue the death certificate, but the tour company and the family asked for an autopsy "for insurance reasons"; Paro hospital has no autopsy facilities, so the body was taken to the JDWNRH hospital in Thimphu, where it was embalmed and placed in a special coffin for transport in the hold of a flight from Paro. The coffin and documents were arranged with the help of a Bhutanese friend of the family.

This is a single case told by the press; we do not treat it as a rule. The ministry's 2016 announcement says the procedure was adopted because, without it, the agencies had coordination problems.

Documents and legalisation

The country is absent from the table of the 1961 Hague Convention (HCCH, consulted on 13.10.2026), so an apostille cannot be assumed. The page of the Ministry of Foreign Affairs of the Republic of Moldova on the legalisation of documents says that documents from countries not on its list "are recognized only after consular legalization"; the country is not on that list, which was last updated on 02.02.2017 and may be out of date. We confirm the exact order of legalisation with the Consular Affairs Directorate of the Ministry (dac@mfa.gov.md).

According to the mfa.gov.md page on death abroad, the death is registered with the local authorities of that country, the record can be transcribed at the embassy or consulate of the Republic of Moldova, and the mortuary passport is issued by the embassies or consulates of the Republic of Moldova.

What we could not confirm

We have not read the text of the 2016 procedure, so we do not know the role of each agency, the documents needed to take the body out, or whether the embassy must be notified. We also found no source on cremation of a deceased foreign national in Bhutan, on what the law requires for the coffin and embalming, or on which carriers accept a coffin from Paro.

When the family has Bhutanese documents, we read them with the Moldovan mission and say plainly what is possible and what is not.

Frequently asked questions

Does Bhutan have an official procedure for the death of a foreign national?

Yes: the announcement of the Ministry of Home and Cultural Affairs shows a standard operating procedure endorsed on 12.07.2016 and in force from 20.09.2016. We could not open the document itself, so the page does not describe its stages.

Why might an autopsy be needed?

In the case reported by The Bhutanese (13.06.2026) the autopsy was requested by the tour company and the family for insurance reasons, although Paro hospital could issue the certificate. We do not know whether Bhutanese law requires one in other cases.

Can one fly from Bhutan to Moldova directly?

A direct flight appears in none of the lists we consulted (Wikipedia, 13.10.2026). From Paro, links to Delhi, Bangkok, Dubai and other cities are listed, and Chișinău lists Dubai; we set the route by the documents and do not assume it.

Can ashes be brought from Bhutan instead of a body?

We found no source on cremation of a deceased foreign national in Bhutan, so we do not say it is possible. Moldovan sources are also not uniform on the mortuary passport for ashes, so we clarify this point with the Moldovan mission too.
