Repatriation from Singapore to Moldova

Singapore is far away, and the local procedure is largely electronic. The Moldovan Foreign Ministry list shows no mission accredited here, and some export requirements we could not confirm. We help you take the steps in order.

Issuing authority and document
Singapore is not among the parties to the Strasbourg Agreement on the Transfer of Corpses (1973), per the Dutch treaty database consulted on 13.10.2026, so Singaporean rules and the requirements of the Republic of Moldova apply. The death is registered automatically after the doctor confirms it online, and the permit to bury or cremate is issued by the National Environment Agency (NEA). In the list of missions of the Moldovan Foreign Ministry (consulted on 13.10.2026) we found no mission accredited to Singapore; which mission serves the country we confirm with the ministry. The mortuary passport is issued by embassies and consulates of the Republic of Moldova.
Transport
Singapore is one of the most distant points of departure: about 8,800 km in a straight line to Chișinău (our own calculation). No direct flight appears in the sources, so the journey involves connections, and these and the handover point in Moldova depend on the documents prepared.
Timing
The electronic paperwork is quick on the Singapore side, but the overall timeline is set by what we have not yet confirmed: the requirements for taking the body out of the country. We give it once we clarify them and see the documents.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

Procedure

According to the NEA page (consulted on 13.10.2026), the death is registered automatically once the doctor confirms it online, with no visit to a counter. The next of kin can download the digital death certificate from the LifeSG app within 30 days of receiving the certificate number from the doctor or hospital.

The permit to bury or cremate is requested on the NEA portal by the next of kin or an authorised person, for example the funeral director. If there is no digital certificate, the doctor can give a manual confirmation of death or the hospital a printout.

Documents

Singapore is a party to the 1961 Hague Convention (in force since 16.09.2021, HCCH table of 13.10.2026); the Moldovan Foreign Ministry list of 2017 predates this and does not include it. The HCCH table shows no declaration of objection by Moldova, but we did not read the text of any objections; how the embassy accepts Singaporean documents we confirm.

Which permit or certificate is needed to take a coffin out of Singapore and who issues it, we could not confirm from an official source: the NEA page we read covers only burial and cremation, and the Singapore MFA guide (21.08.2025) deals with bringing remains into Singapore. That guide names the NEA Port Health Office for questions on burial and cremation, so we start the check there.

Specifics in Singapore

The NEA permit is required before burial or cremation at government facilities and before cremation at private crematoria. If the family chooses cremation on the spot, the urn is transported later; the rules for the urn we confirm separately, as we found none in official sources.

The Moldovan Foreign Ministry list shows no mission for Singapore, so we start contact with the ministry about the mortuary passport early.

Frequently asked questions

Do we need to go to a counter in Singapore to register the death?

No: according to the NEA, the death is registered automatically after the doctor confirms it online. The next of kin downloads the digital certificate from LifeSG within 30 days.

Who requests the permit to bury or cremate?

The next of kin on the NEA portal or an authorised person, for example the funeral director. We prepare the documents and tell you which signature is needed.

Does Singapore use the apostille?

Yes, it has been a party to the Apostille Convention since 16.09.2021. How the Moldovan embassy accepts Singaporean documents we confirm at filing.

What permit is needed to take the body out of Singapore?

We found no official source that says so clearly, so we do not assert it. We clarify it with NEA Port Health and the carrier before the coffin is prepared.
