Repatriation from Timor-Leste to Moldova

Timor-Leste is the farthest of our destinations from Chișinău, and we found no official guide on the death of a foreign national. This page says only what can be checked.

Issuing authority and document
The country is not among the parties to the 1973 Strasbourg Agreement on the Transfer of Corpses (the table of 24 parties and signatories on treatydatabase.overheid.nl, consulted on 13.10.2026), so the agreement does not apply. The Timorese authority that issues the death certificate and the permit to take the body out we could not identify in an official source. According to the mfa.gov.md page on death abroad, the death is registered with the local authorities of that country, the record can be transcribed at the embassy or consulate of the Republic of Moldova, and the mortuary passport is issued by the embassies or consulates of the Republic of Moldova. The list of missions of the Republic of Moldova on mfa.gov.md (consulted on 13.10.2026, the page carries no date) shows no embassy or consulate in Timor-Leste and does not include the country under "also accredited to". Which mission could issue the mortuary passport we cannot say; it is settled with the Consular Affairs Directorate of the Ministry of Foreign Affairs.
Transport
Dili is about 11,200 km from Chișinău in a straight line (our own calculation). The Dili airport table (Wikipedia, undated) shows, among others, Aero Dili to Singapore, Darwin, Denpasar and Kuala Lumpur, QantasLink to Darwin and Batik Air Malaysia to Kuala Lumpur. None of these cities appears in the Chișinău airport table, so there is no direct link, and we do not assume a route: every leg with a coffin is confirmed with the airline.
Timing
We give no timeline: we found no official procedure with stages. The list shows few airlines and destinations from Dili, and on so long a journey every connection must accept the coffin; that, together with the consular legalisation of documents, decides the time.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

What we could confirm

The gov.uk collection of guides on deaths abroad (updated 19.06.2026) does not include Timor-Leste, and the FCDO travel page for the country (updated 10.12.2025, still current on 13.10.2026) contained no information on deaths in the part we read. Our searches found no Timorese procedure for foreign nationals.

That is why the page does not say who issues the certificate, where the body is kept or what is needed for embalming. We do not carry over rules from other countries.

Documents and legalisation

The country is absent from the table of the 1961 Hague Convention (HCCH, consulted on 13.10.2026), so an apostille cannot be assumed. The page of the Ministry of Foreign Affairs of the Republic of Moldova on the legalisation of documents says that documents from countries not on its list "are recognized only after consular legalization"; the country is not on that list, which was last updated on 02.02.2017 and may be out of date. We confirm the exact order of legalisation with the Consular Affairs Directorate of the Ministry (dac@mfa.gov.md).

What we could not confirm

Not confirmed: the Timorese authority that issues the certificate, the permit to take the body out, the rules for embalming and the coffin, whether crematoria exist, the competent Moldovan mission and the carriers that accept a coffin from Dili. The flight table is a secondary and not updated source.

The documents the family already has we can read with the Ministry; we do not estimate timelines.

Frequently asked questions

Why is the page so short?

Because we found no official guide for Timor-Leste: the gov.uk collection (19.06.2026) does not include the country, and our searches on 13.10.2026 turned up no procedure for foreign nationals. We prefer to say what we do not know rather than guess.

Can an apostille be used on Timorese documents?

It cannot be assumed: Timor-Leste is not in the table of the Hague Convention (HCCH, 13.10.2026). The Moldovan Ministry's page says documents from countries not on its list are recognised after consular legalisation.

Is there a direct Dili–Chișinău flight?

No. From Dili, flights to Singapore, Darwin, Denpasar and Kuala Lumpur are listed (Wikipedia, undated table), and none of these cities is among the destinations of Chișinău. We set the route after checking the airlines.

Does travel insurance help?

The FCDO page for Timor-Leste (10.12.2025) says insurance should cover the itinerary, planned activities and expenses in an emergency. If the deceased had insurance, the policy should be checked early; conditions differ from policy to policy.
