Repatriation from Angola to Moldova

Issuing authority and document: Angola is not on the list of 24 states for the Strasbourg Agreement on the Transfer of Corpses (1973), which we consulted on 13.10.2026, so Angolan rules and the requirements of the Republic of Moldova apply. According to the British government guide (updated 21.11.2022, so it may be out of date), a death is registered with the Angolan Civil Registration Service, usually through the funeral director. The list of Moldovan missions (consulted 13.10.2026) shows no embassy or consulate in Angola, so we clarify with the Ministry of Foreign Affairs which mission issues the mortuary passport.
Transport: By air. In a straight line it is about 6,400 km from Luanda to Chișinău (our own calculation). We have not verified whether direct flights to Chișinău (RMO) exist, so a route with connections is planned for each case. The British guide says that in Angola the body is normally kept in a hospital mortuary and conditions differ by region.
Timing: We confirm the timeline once we have the documents. The British guide says Angolan law sets no timescale for repatriation and that registration can take time; if a post-mortem was carried out, the cause of death may remain unknown for some months. The permit procedure is not described in the source consulted.

Procedure

According to the British government guide (21.11.2022), a death is registered with the Angolan Civil Registration Service, normally by the funeral director, with the deceased's passport, marital status and parents' names. The law does not require the next of kin to register the death.

If the deceased had an infectious condition (for example hepatitis or HIV), the authorities must be told. A post-mortem may be ordered after a sudden or suspicious death; the file is not public until the inquiry is concluded.

Required documents

The death certificate is issued in Portuguese and an official translation is needed for Moldova; the funeral agent can obtain copies and arrange translations. The deceased's passport may be needed for repatriation.

The guide we consulted does not describe the transport permit, the embalming certificate or the authority issuing them, so we clarify these with the local undertaker. Angola does not appear in the table of the Hague Apostille Convention (HCCH, 13.10.2026), so we clarify the legalisation of documents for Moldova with the Ministry of Foreign Affairs.

Cremation is uncommon; the British guide mentions a single crematorium, in Luanda.

The guide warns that the condition of the body cannot be guaranteed because of mortuary conditions. The information comes from a 2022 document for British citizens; we have not checked an official Angolan text.
