Repatriation from Liberia to Moldova

In Liberia one body issues death certificates, the Bureau of Vital & Health Statistics. We explain what is known and what is still to be established.

Issuing authority and document
Liberia is not a party to the 1973 Strasbourg Agreement (24 states listed; Dutch treaty database, 13.10.2026). Liberia is listed as a party to the 1961 Hague Convention (in force 08.02.1996) but with the mark “A**” in the table (hcch.net, updated 30.06.2026); what that means for relations with Moldova we have not verified, so before submission we check whether Liberian documents can be used in Moldova. On mfa.gov.md (13.10.2026) there is no Moldovan mission in Liberia and the country is not named among those covered by another mission; we clarify the competent mission at the start.
Transport
Monrovia is roughly 5,890 km from Chișinău in a straight line (our own calculation, 13.10.2026). Monrovia does not appear in the list of destinations of Chișinău airport (secondary source, 13.10.2026), so we plan on a connection; specific routes have not been verified.
Timing
The UK guidance (30.09.2024) says the death certificate is issued within 7 working days after a successful interview at the Bureau, and that an unknown cause of death with an autopsy ordered may delay the funeral. It gives no timing for the other stages. For Moldova we set the timeline once we have the documents.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

Procedure

According to the UK guidance (30.09.2024), death certificates for all deaths in Liberia, whatever the nationality, are issued only by the Bureau of Vital & Health Statistics of the Ministry of Health. The applicant submits an application together with the death notification form, stating the cause and signed by a medical practitioner. If the cause is unknown, an affidavit from a Liberian court is required; for road deaths, a police report. An interview is then scheduled (Mondays, Wednesdays and Fridays).

The guidance notes that the Public Health Law requires permits to handle remains and that the coroner may order an autopsy where the circumstances are suspicious. A funeral director can apply with a notarised authorisation from the next of kin, a copy of the passport and the death notification.

Required documents

We did not find a list for Moldova in official sources. For repatriation to the UK the guidance mentions the consent of the embassy and the family and a consulate mortuary certificate; what is required for Moldova we establish with the local funeral home and the competent Moldovan mission. The deceased’s passport may be needed.

If the certificate is not in English a translation is needed; translations for Moldova are prepared once the list is confirmed.

Specifics of Liberia

The guidance says embalming is done only with the approval of the next of kin or an authorised person; if the family decides to repatriate, embalming is carried out rather than cold storage. Cold storage is available at some Monrovia mortuaries, and conditions may not meet UK standards.

Cremation is not common; the guidance names the Gurdwara Sahib Cremation Facility as the only crematorium in Liberia “so far”. Before cremation the guidance says the funeral director requests permission from the next of kin or family (and, in the UK context, the British Embassy).

Frequently asked questions

Who issues the death certificate in Liberia?

According to the UK guidance, only the Bureau of Vital & Health Statistics of the Ministry of Health, for all deaths in the country. A funeral director can apply with a notarised authorisation.

What happens if the cause of death is unknown?

The guidance says the Bureau requires an affidavit from a Liberian court and the coroner may order an autopsy, which can delay the funeral. For road deaths a police report is required.

Must the body be embalmed for repatriation?

The guidance says embalming is done only with the approval of the next of kin or an authorised person, and that for repatriation embalming is carried out rather than cold storage. Requirements for Moldova we check separately.

Is cremation possible in Liberia?

Yes, but it is rare. The UK guidance names a single crematorium, the Gurdwara Sahib Cremation Facility. If the family wants cremation, we check whether the place and documents fit.
