Repatriation from Libya to Moldova

For Libya we did not find an official source on registering a death and taking a body out of the country. So this page contains only verified Moldovan rules and openly shows what remains to be clarified.

Issuing authority and document
Libya is not among the parties to the Strasbourg Agreement (1973) on the transfer of corpses (public list, checked 13.10.2026), so Libyan rules apply together with the requirements of the Republic of Moldova. The mortuary passport is issued by an embassy or consulate of the Republic of Moldova; Libya does not appear in the list of missions on mfa.gov.md (checked 13.10.2026), so we find the competent mission before filing. We do not name the Libyan authority that registers deaths, because we found no official source.
Transport
Tripoli is about 2,050 km from Chișinău and Benghazi about 1,820 km (our own straight-line calculation). The destinations list of Chișinău airport (RMO) shows no flights to Libya, and we have no verified source on airports or routes in Libya, so we assume nothing: we plan the route once we know the documents, the place of death and the airline's conditions.
Timing
We found no public source on how long formalities take in Libya, so we promise and estimate nothing. All that can be said is what it depends on: the Libyan authorities, the competent Moldovan mission and the route.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

Procedure

The page of the Ministry of Foreign Affairs of the Republic of Moldova on deaths abroad (checked 13.10.2026) says that a death is registered with the local authorities of the country, and that a body is transported to Moldova only under the conditions of that country's national law and the applicable international rules. Consular staff can give details and put you in touch with funeral homes.

For Libya we found no public guide from any government on registering a death or taking a body out of the country (search on gov.uk and the web, 13.10.2026), so we do not describe local steps as fact. We set them with the competent mission and the Libyan authorities, based on the actual documents.

Required documents

The Moldovan ministry's page says a foreign death certificate must be legalised by the authorities of that state, and the Moldovan death certificate can be issued on that basis. We do not give a Libyan list of documents for transport, because we found no source confirming one.

Libya does not appear in the table of the 1961 Hague Convention (HCCH, checked 13.10.2026), so an apostille cannot be assumed. We confirm the order of legalisations for Moldova with the embassy before sending any documents.

What we do not claim

We do not claim that embalming, a particular type of coffin or a health declaration is required in Libya. The only page we found with Libyan requirements belongs to a British commercial firm and describes transport to Libya, not from it, so we do not use it as a source.

We say nothing about cremation, handover of the body at the airport or overland routes. If a piece of information has no source it does not go on the page; we add it only once we can confirm it.

Frequently asked questions

Is there an official guide on deaths in Libya?

We found none: gov.uk has no guide on deaths in Libya, and the web search of 13.10.2026 gave no official source. So this page contains only verified Moldovan rules.

Which Moldovan mission handles Libya?

In the list on mfa.gov.md (checked 13.10.2026) Libya appears neither as a country with a mission nor as a country assigned to another mission. We find the competent mission before filing documents.

Are Libyan documents apostilled?

It cannot be assumed: Libya does not appear in the table of the 1961 Hague Convention. The Moldovan ministry's page says a foreign certificate is legalised by the authorities of that state; we confirm the order with the embassy.

How long does repatriation from Libya take?

We have no source giving a duration, so we do not estimate. We confirm the timeline once we have the documents and know what the Libyan authorities and the Moldovan mission require.
