Repatriation from Rwanda to Moldova
We help with the Rwandan and Moldovan paperwork and with air transport to Moldova. We say plainly what we have confirmed from sources and what we clarify case by case.
- Issuing authority and document
- Rwanda is not on the list of 24 states for the Strasbourg Agreement on the Transfer of Corpses (1973), which we consulted on 13.10.2026, so Rwandan rules and the requirements of the Republic of Moldova apply. According to the British government guide (updated 06.06.2025), the death certificate is issued in English or French depending on where the death occurred, and can be applied for online through the government portal IremboGov. The list of Moldovan missions (consulted 13.10.2026) shows no embassy or consulate in Rwanda, so we clarify with the Ministry of Foreign Affairs which mission issues the mortuary passport.
- Transport
- By air. In a straight line it is about 5,400 km from Kigali to Chișinău (our own calculation). We have not verified whether direct flights to Chișinău (RMO) exist, so a route with connections is planned for each case. The British guide notes that funeral directors who handle repatriations are normally equipped with special caskets for international transport.
- Timing
- We confirm the timeline once we have the documents. The British guide says that investigations into a sudden or unexpected death can delay repatriation; settling hospital bills, without which the body is not released, and the flight route also matter.
- Price
- We will quote the price once we know the details.
Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.
Procedure
According to the British government guide (updated 06.06.2025), the body is normally taken to a hospital mortuary; major hospitals in Kigali and other towns charge daily cold-storage fees. All hospital bills must be paid before the body is released.
The death certificate is issued in English or French depending on where the death occurred, and often gives little detail on the cause of death.
Required documents
To take remains out of the country, the British guide lists the local death certificate, a certificate of embalming and a permit to transfer the body. It does not name the authority that issues the last two; the funeral director helps obtain them, and we check this at the start.
Rwanda appears in the table of the Hague Apostille Convention (HCCH, consulted 13.10.2026) with entry into force on 05.06.2024, but the table marks an objection, and the HCCH page names only Germany's (28.03.2024); the Republic of Moldova is not among the objecting states. We have not checked how the Convention works in practice between Rwanda and Moldova, so we clarify the legalisation route with the Ministry of Foreign Affairs.
Specifics of Rwanda
The British guide describes Hindu Mandal in Bugesera, about 40 km from Kigali, as the country's only crematorium. Cremation needs prior permission from the Bugesera District authorities, a death certificate, a family letter giving permission and a copy of the deceased's passport.
The information comes from a guide for British citizens; we have not checked an official Rwandan text on the export of remains.
Frequently asked questions
How is a death certificate obtained in Rwanda?
According to the British guide, the application can be made online on IremboGov, and the certificate is issued in English or French. If a translation is needed for Moldova, we prepare it once we see the document.
Is there a crematorium in Rwanda?
The British guide mentions one crematorium, Hindu Mandal in Bugesera. It requires district authority permission, a death certificate, the family's consent and a copy of the passport. We have not checked whether this changed after June 2025.
Why can't the body be taken from the mortuary until bills are paid?
The British guide says all hospital bills must be paid before the body is released, and the mortuaries of major hospitals charge daily fees. So we ask the family to request a statement of charges at once.
Who issues the mortuary passport for Rwanda?
The list of Moldovan missions (13.10.2026) shows no embassy in Rwanda and mentions no accreditation. We clarify with the Ministry of Foreign Affairs which mission issues it and tell the family before the application.
