Poland is not a party to the 1973 Strasbourg Agreement on the Conveyance of Corpses, so bringing a body from Turkmenistan always requires the Polish consul's certificate.

Turkmenistan is handled from Baku
Turkmenistan comes under the Polish Embassy in Baku, which also covers Azerbaijan. The post is at Kichik Gala 2 in the Old City. A visit to the consular section is arranged by email, and documents can be submitted in person or by post. If the consul refuses, he issues a decision, against which a complaint can be lodged with the Minister of Foreign Affairs within 7 days, through the consul. The certificate is collected in person or sent by post.
The embassy requires the burial permit, which in Poland is issued by the starost or the city president, and a copy of the death certificate or another document confirming the death.
