Repatriation from Venezuela to Moldova

In Venezuela copies of the death certificate are not issued to third parties and a local sanitary permit is needed for transfer. We prepare the papers through the family's representative.

Issuing authority and document
Venezuela is not among the parties to the 1973 Strasbourg Agreement on the transfer of corpses (Dutch treaty database, 13.10.2026), so the country's own rules and Moldova's requirements apply. According to the UK government guide (published 16.09.2025), the death is registered at the registry office of the municipality where it occurred, and the transfer permit ('Constancia de traslado Internacional de cenizas, cadaver y restos') is issued by the local sanitary authority. In the list of Moldovan missions on mfa.gov.md (13.10.2026) the country appears neither with its own mission nor among the countries served by other missions; we have not confirmed which mission serves it and are clarifying with the Ministry of Foreign Affairs.
Transport
By air, with no land route: Caracas is roughly 9,600 km from Chisinau in a straight line (our own calculation). The destination list of Chisinau airport (RMO; Wikipedia, 13.10.2026) shows no destination in South or Central America or the Caribbean; we have not checked direct flights in other sources, so the route and connections are set case by case. The UK guide says the local funeral director handles the airline and customs arrangements.
Timing
We confirm the timeline once we have the documents. The UK guide gives no fixed timeframes: obtaining a death certificate 'can be a lengthy process', and where there is a police investigation repatriation may not be possible.
Price
We will quote the price once we know the details.

Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.

Procedure

The death is registered at the registry office of the municipality where it occurred, usually with the funeral director's help. Registration needs the deceased's identity document and, where applicable, details of the spouse and children. Civil records cannot be ordered online: a relative or representative applies in person.

Moldova also requires a mortuary passport. According to mfa.gov.md, the mortuary passport is issued by Moldovan embassies or consulates, and a foreign death certificate must be legalised by the authorities of the state that issued it (mfa.gov.md/ro/content/deces, 13.10.2026).

Documents needed

For a body the UK guide asks for the death certificate ('Certificado de defunción'), the deceased's passport and the local sanitary permit. For ashes: the death certificate, a cremation certificate from the funeral director and the same permit; the airline is told in advance.

Venezuela is a party to the Hague Apostille Convention (in force from 16.03.1999; the HCCH table shows no objection, 13.10.2026), as is Moldova. The guide says Venezuelan certificates must be legalised and apostilled to be valid in the UK; for Moldova we settle the list case by case.

Specifics in Venezuela

Local authorities do not release copies of the death certificate to third parties, including embassy staff; a legal representative appointed by the family is needed, such as a funeral director or a lawyer.

An autopsy is carried out when the cause of death is unknown, unnatural, sudden or violent. The UK guide warns that in crime-related cases with a police investigation repatriation may not be possible. For ashes the guide advises against postal or courier shipping; air freight is possible.

Frequently asked questions

Who can collect the death certificate in Venezuela?

The UK guide (2025) says the authorities do not give copies to third parties, including embassy staff; relatives appoint a legal representative, such as a funeral director or a lawyer.

What permit is needed to transfer remains?

A sanitary permit called 'Constancia de traslado Internacional de cenizas, cadaver y restos', issued by the local sanitary authority. For a body, the death certificate and the deceased's passport are presented.

The guide describes this option: the death certificate, a cremation certificate from the funeral director and the permit, with the airline told in advance. Moldova's requirements are confirmed separately.

Are a special coffin and embalming required?

The UK guide does not describe coffin or embalming requirements for Venezuela, and we have not checked an official local source. We settle them with the local funeral director before transport.
