Repatriation from Mexico to Moldova
Mexico is far away, and the paperwork is split between the civil registry, the state or federal health authority and the apostille office of the state. The Moldovan mission that covers Mexico is in Washington. We take it step by step.
- Issuing authority and document
- Mexico is not on the public list of parties to the Strasbourg Agreement on the Transfer of Corpses (1973), which we consulted on 13.10.2026, so Mexican rules and the requirements of the Republic of Moldova apply. According to the British government guide for Mexico (updated 09.01.2025), the death is registered at the local Registry Office, usually by the funeral director, after a medical certificate has been obtained. State health agencies (COEPRIS) list a permit for the entry or exit of corpses and skeletal remains among the procedures of the federal health authority COFEPRIS (Michoacán page, consulted 13.10.2026); we have not confirmed which office issues it for a given city. In the list of Moldovan missions (consulted 13.10.2026) Mexico is covered by the embassy in Washington.
- Transport
- By air. In a straight line it is about 11,000 km from Mexico City to Chișinău (our own calculation), and the departure city matters: the country is large, and the choice of airport changes the route. We have not verified whether any direct flights exist, so the route and connections are planned for each case.
- Timing
- We confirm the timeline once we have the documents. In Mexico it depends on whether a post-mortem is needed (the British guide says reports can take several months, but they are not the same as the release of the body), on the health permit and on the state office that apostilles the death certificate. Because the apostille is obtained only in Mexico, it is requested before the documents leave the country.
- Price
- We will quote the price once we know the details.
Country status under the 1973 Strasbourg Agreement on the Transfer of Corpses: per the Council of Europe list (archived 20.05.2014) and the Netherlands treaty database; checked 11.10.2026.
Procedure
A medical certificate is obtained first, and on its basis the Registro Civil of the place of death issues the death certificate. A post-mortem is usually performed when the cause of death is unknown, unnatural, sudden or violent, by forensic doctors at the local mortuary; small tissue samples and organs may be retained for testing without the family's consent.
Cremation in Mexico can be requested only by the legal next of kin, and according to the Government of Canada page for Mexico (2021) the Mexican authorities do not authorise it if the cause of death is not natural.
Required documents
According to the British guide, the usual set for moving remains abroad is the death certificate of the Registro Civil, the medical certificate, a certificate of embalming and a certificate giving permission to transfer the remains; the guide does not say who issues the last two, so we confirm this locally. Mexico is a party to the 1961 Hague Apostille Convention (in force since 14.08.1995) and the Republic of Moldova has not objected. The Government of Canada page notes that the apostille of a Mexican death certificate can only be obtained in Mexico, from the competent state authorities, not at a consulate. The translation and the exact list are agreed in advance.
Specifics of Mexico
The Moldovan embassy in Washington is accredited to Mexico, according to the list of the Ministry of Foreign Affairs, and the mortuary passport is issued by Moldovan embassies or consulates.
For ashes, the British guide says that ashes taken out by the next of kin must be accompanied by the death certificate, the cremation certificate and, if the body was embalmed, the embalming certificate, in an urn that can be x-rayed; the airline's own restrictions are checked in advance. We ask separately whether the Moldovan side needs any additional letter for ashes.
Frequently asked questions
Who issues the permit for the exit of remains from Mexico?
State health agencies list it as a procedure of the federal health authority, but we have not found an official page naming the office for each city. We confirm it with the funeral director and the health authority of the state where the death occurred.
Where is the apostille of a Mexican death certificate obtained?
In Mexico, from the competent state authorities. According to the Government of Canada page, it cannot be obtained at a consulate abroad. We ask for it before the documents are sent out.
Can cremation be done if the death was not natural?
According to the Government of Canada page (2021), the Mexican authorities do not authorise cremation if the cause of death is not natural. In such cases the family usually chooses the transport of the body.
Which Moldovan mission handles Mexico?
The embassy in Washington, according to the list of the Ministry of Foreign Affairs consulted on 13.10.2026. We agree with it the mortuary passport and the documents.
