Repatriation from Samoa to Moldova

For Samoa we found official documents about bringing remains into the country, but none about sending them out. We say so plainly and show only what the sources support, so that nothing on this page is guesswork.

Issuing authority and document
Samoa is not among the 24 states listed for the Strasbourg Agreement on the Transfer of Corpses (1973; list on treatydatabase.overheid.nl, consulted 13.10.2026), so local rules and the requirements of the Republic of Moldova apply. We found no official Samoan source on which authority permits remains to leave the country, and the UK government has no Samoa page among its guides on dying abroad (collection checked 13.10.2026), so we name no authority. The list of missions on mfa.gov.md (consulted 13.10.2026; the page shows no date) has no mission in the Pacific and does not name Samoa among the countries served by another mission; we establish the competent mission at the start.
Transport
Apia is about 15,900 km from Chișinău in a straight line (our own calculation from approximate city coordinates). The destinations of Chișinău airport (Wikipedia, consulted 13.10.2026) include nothing in Oceania. The article on Faleolo airport near Apia (same source, same date) lists Auckland, Sydney, Brisbane, Nadi, Honolulu and Pago Pago and no European destination, so the journey has at least one connection. Which airlines accept remains we have not verified.
Timing
We found no official timing for taking remains out of Samoa. The Samoan policy of 2016 names delays caused by missing documents as a problem of the inbound procedure; it says nothing about the outbound one. We promise no timeline and confirm it once we have the documents and know the competent authority.
Price
We will quote the price once we know the details.

Procedure

We did not find a Samoan official page on registering a death of a foreign national or on the permit to take remains out. The one official Samoan document we read is the Human Remains Repatriation Policy of 2016 of the Ministry of the Prime Minister and Cabinet, and its title and scope are limited to bringing deceased bodies, bones and cremated ashes into Samoa. It therefore does not describe the way out, and we do not apply it to it.

The policy itself states that there is no legislation governing this service and that it was drawn from existing laws of several ministries. We use it only to understand how the Samoan health authorities look at documents, not as a source for the outbound procedure.

Required documents

Without an official outbound list we do not state a Samoan list as fact. For inbound remains the 2016 policy asks for the medical certificate of the cause of death, an embalming or cremation certificate, a death registry certificate and, where relevant, a coroner's report. These are inbound requirements and only show what kinds of documents are normally issued in Samoa.

According to the Moldovan Ministry of Foreign Affairs (consulted 13.10.2026), the mortuary passport is issued by embassies and consulates of the Republic of Moldova, and a foreign death certificate must be legalised by the authorities of the country of death. Samoa is a party to the Hague Apostille Convention (accession 18.01.1999, in force 13.09.1999 per the HCCH table updated 30.06.2026) and appears in the apostille list of mfa.gov.md (dated 02.02.2017).

Specifics of Samoa

The 2016 policy says Samoa's own approvals for remains coming in are given by the Ministry of Health and that customs and quarantine offices take part on arrival. It also says the Quarantine Office must be told if the remains are accompanied by natural flowers, fine mats or tapa cloth. All of this concerns arrival in Samoa, not departure.

Because the country sits far from every part of Europe, the choice of the route and of the connecting point is the main practical question, and the flights listed for Apia run mostly to New Zealand, Australia and Fiji. We check it with the family once the documents and the date are known.

Frequently asked questions

Is there a Samoan rule for taking remains out of the country?

We found no official source on this (13.10.2026). The Samoan policy of 2016 that we read covers only remains coming in, and we do not present it as an outbound rule.

Why does the page mention Samoa's policy at all?

Because it is the only official Samoan document on remains that we found, and it is honest to show where it stops. It is not a list of what Moldova or Samoa requires for sending remains out.

Do Samoan documents need an apostille for Moldova?

Samoa is a party to the Hague Apostille Convention since 1999 and is in the mfa.gov.md apostille list. The competent Samoan authority for the apostille we establish when we have the documents.

Which flights leave Apia?

The Wikipedia article on Faleolo airport (13.10.2026) lists Auckland, Sydney, Brisbane, Nadi, Honolulu and Pago Pago. It names no European destination, and whether remains are accepted on a given route we have not verified.
