Cremation in Estonia follows the exact same rules for a Ukrainian as for an Estonian. These rules are set by the Cemeteries Act (Kalmistuseadus), and the cremation itself is arranged through a contract with the crematorium. Here we explain what documents are needed, how much it costs, and how to bring the urn with ashes home if the family decides against repatriation from Estonia.
In 30 seconds.
“You were always available, whatever the time…” — Віта Х. “Everything was organised with great dignity, professionally and with attention to every detail.” — Тамара Ю. “Every question was resolved promptly, with respect and attention to detail.” — Olha B. “…your support, compassion, sense of responsibility and professionalism meant a great deal to us.” — Ірина Б. “It all went quickly and professionally…” — Оля К. The Cemeteries Act does not establish an order of priority among relatives who decide on cremation. Instead, it refers to the person ordering the cremation (tuhastamise tellija). This is the person who signs the contract with the crematorium and later receives the ashes.
Usually, the person ordering the cremation is one of the close relatives (omaksed). Under the law, this includes a spouse, registered partner, parents, adult children, brothers and sisters, as well as another close person depending on life circumstances. By law, close relatives bear the costs of burial or cremation.
If the person expressed a wish to be cremated during their lifetime, you should tell the crematorium. The law requires cremation to be carried out with dignity and, as much as possible, in accordance with the deceased's faith and cultural background.
The Cemeteries Act does not explain what to do if relatives disagree with each other. For this reason, reach an agreement within the family before signing the contract.
You do not have to travel to Estonia. You issue a power of attorney, and we pass it on to our partners in Estonia. They make arrangements with the crematorium, sign the contract on your behalf, and collect the urn. Whether a power of attorney issued in Ukraine will be accepted and whether an Estonian translation is required is something we clarify before signing.
The law does not require a separate permit from the city council or sanitary service for cremation. Two things are needed.
If the death certificate was issued by another country, legalization or an apostille is not required for cremation in Estonia. A translation may be requested.
There are two restrictions. An unidentified person cannot be cremated. If the death was the result of a crime, cremation may be prohibited by an order from the prosecutor's office.
The law does not set a minimum waiting period between death and cremation. It requires that a person be buried or cremated without undue delay. If immediate cremation is not possible, the crematorium keeps the body in a refrigerated chamber.
Tallinn Crematorium offers to arrange the details on the day of contact or the next day. It also accepts bodies outside regular working hours, and on Sundays for an extra fee. The timeline depends primarily on how quickly the death is registered. The wait is longer when the police are investigating the death.

If we organize the cremation through local partners, we calculate the cremation cost for your specific situation. If you already have the urn, we simply pick it up.
Transporting an urn with ashes to Ukraine costs from 800 €. We work without upfront payment: you pay after the urn is handed over under the contract. Details are on the urn transport page.
The law requires the ashes to be placed in a sealed container or urn. A nameplate with the person's details and the date of cremation is attached to it. This nameplate helps at the border: the border guard can see that the urn matches the documents.
For travel, a sturdy urn made of metal or wood is better, without glass or thin ceramics. The Tallinn price list includes both metal and wooden models. If transported by plane, the urn is usually taken in carry-on baggage by prior arrangement with the airline. At security control, it is X-rayed. Each airline sets its own rules, so we check with the carrier in advance.
The Cemeteries Act requires a hermetically sealed zinc coffin only for a body. We found no separate permit requirement for exporting ashes in the Act.
The urn must be accompanied by:
Estonia and Ukraine are parties to the Hague Apostille Convention. In Estonia, apostilles are issued by notaries. Whether an apostille is needed for your cemetery in Ukraine is something we verify with the Embassy of Ukraine in Estonia before dispatch. The full list is on the documents page.
Transport can be done by plane or overland. Overland, the urn is under constant supervision and does not depend on airline rules. Read more about the border in the article customs clearance for an urn.
Yes. The urn is released to the person who ordered the cremation or to someone holding their power of attorney. A relative can pick it up in person and travel home.
Common issues include: the name in the Estonian documents is spelled in Latin letters differently from the passport; there is no translation; the airline has not approved the urn in the cabin. Another pitfall: if the ashes are not picked up for a long time, the crematorium stores them for at least one year after the period stated in the contract, and then the local municipality buries them. If you cannot travel, it is better to entrust this to us.
| Urn with ashes | Body in a coffin | |
|---|---|---|
| Documents | death certificate, cremation certificate, translation | death certificate, documents for body transport, translations |
| Transport | passenger car or plane | specialized vehicle, hermetically sealed coffin with a zinc liner |
| Timeline | a few days after cremation | depends on documents and transport |
| Price | from 800 € | see the country page |

An urn can be buried in a separate grave, placed in a columbarium, or buried in an existing family grave. You need permission from the cemetery and the documents that we bring along with the urn. Read more in the article burying an urn.

Yes. The law makes no distinction based on citizenship. You need a registered death, a death certificate, and a contract with the crematorium.
The law does not establish an order of priority among relatives. The contract is signed by the person ordering the cremation, usually a close relative. If the family is in Ukraine, this can be done by power of attorney.
In Tallinn it is 412 €, or 463 € on the day of the funeral, with the urn paid separately. Transporting the urn to Ukraine costs from 800 €.
We found no separate permit requirement in the Cemeteries Act. A zinc coffin is required only for a body. An urn is transported with a death certificate, a cremation certificate, and a translation.
In Tallinn, 14 days are free, and after that it is 1 € per day. By law, unclaimed ashes are stored for at least one year after the period specified in the contract.
The law sets no minimum waiting period. The crematorium usually arranges the details on the day of contact or the next day.
